一、采购项目基本情况

二、采购项目简介：

</p>

1.资金来源：该项目预算资金为人民币32.2万元。
|
||
</p>

||

||
2.本项目共1个包，采购内容及要求详见本磋商文件第五章，本项目设置1名成交供应商。
|
||
</p>

||
<p style="text-indent:2em;">
|
||
三、供应商邀请方式
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
公告方式：本次磋商邀请在“中国招标投标公共服务平台”（www.cebpubservice.com）、“雅安产业投资（集团）有限公司”（http://www.yact.com.cn/）上以公告形式发布。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
四、供应商参加本次采购活动应具备下列条件
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（一）具有独立承担民事责任的能力；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（二）具有良好的商业信誉和健全的财务会计制度；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（三）具有履行合同所必须的设备和专业技术能力；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（四）具有依法缴纳税收和社会保障资金的良好记录；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（五）参加本次采购活动前三年内，在经营活动中没有重大违法记录；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（六）法律、行政法规规定的其他条件；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（七）采购人根据采购项目提出的特殊条件：具有国家行政主管部门颁发的水利行业工程设计丙级及以上资质。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（二）本项目不允许联合体投标。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
五、禁止参加本次采购活动的供应商
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
1.采购代理机构将通过“信用中国”网站（www.creditchina.gov.cn）、“中国政府采购网”网站（www.ccgp.gov.cn）等渠道查询供应商在响应文件递交截止日前的信用记录并保存信用记录结果网页截图，拒绝列入失信被执行人名单、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单中的供应商参加本项目的采购活动。
|
||

||
2.为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本采购项目。
|
||

六、磋商文件获取方式、时间、地点：
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
磋商文件的获取（即报名）：自2022年10月26日至2022年11月1日（09:00-17:00）（北京时间,周末及法定节假日除外）在联咨（成都）工程咨询有限公司（成都市武侯区武科东四路18号联邦财富中心B座10楼1号）获取，逾期不售。磋商文件售价：人民币0元/份。

磋商文件现场获取或网上获取。获取磋商文件时，经办人员需当场提交以下资料：供应商为法人或者其他组织的，需提供营业执照副本复印件、单位介绍信、经办人身份证复印件；供应商为自然人的，只需提供本人身份证原件及复印件（以上资料均需加盖鲜章）。网上报名的供应商需先发送报名资料原件扫描件版于我公司邮箱1689075879@qq.com，开标时将报名资料原件递交采购代理机构。

七、递交响应文件截止时间：2022年11月04日上午09:30（北京时间）。

响应文件必须在递交响应文件截止时间前，将响应文件密封送达磋商地点。逾期送达、密封和标注错误的响应文件，恕不接收。本次采购不接收邮寄的响应文件。
