我公司拟对2023年度园区沥青路面损坏修复进行竞争性谈判，现诚邀具有良好信用及服务能力的单位参与此次竞争性谈判，现将现场谈判相关要求公告如下：
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
1、采购项目名称：2023年度园区沥青路面损坏修复。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
2、项目内容：沥青路面修复，详见采购清单。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
3、采购预算：1548000元（超过采购预算的报价为无效报价）。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
4、工期、质量
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
4.1工期：1年内完成（2023年1月-2023年12月31日）。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
4.2履约地点：采购人指定地点（雅安市经济开发区）。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
4.3质量：符合国家标准及行业标准，质量到达合格。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
5、条件要求：
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（1）具有独立承担民事责任的能力；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（2）具有良好的商业信誉和健全的财务会计制度；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（3）具有履行合同所必需的设备和专业技术能力；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（4）有依法缴纳税收和社会保障资金的良好记录；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（5）参加采购活动前三年内，在经营活动中没有重大违法记录；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
<a></a>（6）法律、行政法规规定的其他条件；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
<a></a>（7）提供供应商单位及其现任法定代表人或单位负责人无行贿犯罪记录；

||
（8）根据采购项目提出的特殊条件：

||

||

|
||
①供应商具有建设行政主管部门颁发的公路工程施工总承包三级及以上资质；（复印件盖鲜章）
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
②项目负责人：具有公路工程专业二级及以上建造师，具有省级及以上住房城乡建设主管部门颁发的安全生产考核合格证（B证）；（复印件盖鲜章）
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
③技术负责人：具有6年以上从事工程施工技术管理工作经历，且具有公路工程相关专业中级及以上职称或公路工程专业二级及以上建造师；（复印件盖鲜章）
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
④企业注册地不在四川省行政区域内的省外建筑企业须提供在有效期内的《四川省省外建筑企业入川承揽业务验证登记证》或带二维码的《四川省省外施工、监理企业入川承揽业务省厅基本信息录入证》或带二维码的《四川省省外建筑企业入川信息电子登记表》或在有效期内的四川省住房和城乡建设厅官网已公开的入川信息网页截图；
|
||

||
⑤2019年1月1日至响应文件递交截止时间止，具有不少于1个公路工程施工类似业绩。（提供合同复印件或中标<成交>通知书）
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
采用两次报价方式，以第二次报价不含税最低价中选原则确定供应商。第一次报价为响应文件中提供的报价表价格（按附件报价表格式进行报价）；第二次报价为供应商现场报价，经评审的不含税最低价中标。供应商须在本公告发布之日前已为雅安经济开发区市政建筑工程有限公司平台库中供应商。

10.1竞争性谈判文件逾期报送的报价资料将不予接收；

||

10.2最后报价不得超过首轮报价，超过者视为谈判无效；

10.3供应商参加竞争性谈判的有关费用由供应商自行承担。

10.4报价包含：材料、制作、人工工资、设备投入、现场勘察、利润、管理费、税金以及合同明示或暗示的风险、第三者责任险等一切达到采购人需求的所有费用。
