<span>四川丰和招标代理有限公司（采购代理机构）受雅安经济开发区建设投资有限公司、雅安经济技术开发区雅云建设管理有限公司（采购人）委托，拟对雅安经济技术开发区电力建设设计服务采购项目采用竞争性磋商方式进行采购，特邀请符合本次采购要求的供应商参加本项目的竞争性磋商。</span>

一、采购项目基本情况
|

||
1.采购项目名称：雅安经济技术开发区电力建设设计服务采购项目。

||

2.采购人：雅安经济开发区建设投资有限公司、雅安经济技术开发区雅云建设管理有限公司。

3.采购代理机构：四川丰和招标代理有限公司。

三、采购项目简介

本项目为雅安经济技术开发区电力建设设计服务采购项目。共1包。（详见磋商文件第五章）

||
四、定向采购情况
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
本项目专门面向中小企业采购。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
五、供应商邀请方式:本次采购采取方式1邀请参加磋商的供应商。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
方式1（公告方式）：本次竞争性磋商邀请在中国招标投标公共服务平台（http://www.cebpubservice.com/）和雅安产业投资（集团）有限公司官方网站（http://www.yact.com.cn/）上以公告形式发布；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
方式2（书面推荐）：通过采购人和评审专家各自出具书面推荐意见，推荐符合相应资格条件的供应商参与本次采购活动；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
方式3（供应商库随机抽取）：通过省级以上财政部门建立的供应商库中随机抽取供应商。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
六、供应商参加本次采购活动应具备下列条件
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
1、具有独立承担民事责任的能力；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
2、具有良好的商业信誉和健全的财务会计制度；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
3、具有履行合同所必需的设备和专业技术能力；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
4、具有依法缴纳税收和社会保障资金的良好记录；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
5、参加本次采购活动前三年内，在经营活动中没有重大违法记录；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
6、符合法律、行政法规规定的其他条件：
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
6.1 本项目参加采购活动的供应商需提供单位及其现任法定代表人/主要负责人/单位负责人不具有行贿犯罪记录的声明函；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
7、根据采购项目提出的特殊条件：
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
7.1供应商须具有须具备独立法人资格，具有建设行政主管部门颁发的工程勘察专业类（工程测量）乙级及以上资质和具有建设行政主管部门颁发的电力行业（送电工程、变电工程）专业设计丙级及以上资质。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
8. 本项目接受联合体投标。联合体投标的，联合体牵头人应为设计单位，同时满足下列要求：（1）联合体各方均具备独立法人资格；（2）联合体投标应以具有建设行政主管部门颁发的电力行业（送电工程、变电工程）专业设计丙级及以上资质的单位为牵头人，联合体总数不得超过2家，联合体各方应签订联合体协议书，明确联合体各方的权利和义务；（3）联合体各方不得以自己的名义在本次招标项目中单独或参加其他联合体对本项目投标；（4）本项目投标报名、递交响应文件等相关事宜均由牵头人负责，牵头人进行的该行为对联合体成员具有约束力。

||
七、禁止参加本次采购活动的供应商
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
1.根据《关于在采购活动中查询及使用信用记录有关问题的通知》（财库〔2016〕125号）的要求，采购代理机构将通过“信用中国”网站（www.creditchina.gov.cn）、“中国采购网”网站（www.ccgp.gov.cn）等渠道查询供应商在递交响应文件截止时间前的信用记录并保存信用记录结果网页截图，拒绝列入失信被执行人名单、重大税收违法案件当事人名单、采购严重违法失信行为记录名单中的供应商报名参加本项目的采购活动。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
2.为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本采购项目。供应商为采购人、采购代理机构在确定采购需求、编制磋商文件过程中提供咨询论证，其提供的咨询论证意见成为磋商文件中规定的供应商资格条件、技术服务商务要求、评审因素和标准、采购合同等实质性内容条款的，视同为采购项目提供规范编制。

||

八、磋商文件获取方式、时间、地点
|
||
</p>
|
||

||
1.竞争性磋商文件售卖起止时间：2022年06月16日至2022年06月 22日09:00- 17:00（北京时间，法定节假日除外）
|
||
</p>
|
||

|
||
2.竞争性磋商文件售价：300元（竞争性磋商文件售后不退,磋商资格不得转让）。
|
||

3.报名资料：供应商为法人或者其他组织的，只需提供单位介绍信、经办人身份证明盖单位公章；供应商为自然人的，只需提供本人身份证明。
