雅安经济开发区市政建筑工程有限公司拟对水岸康居项目“人才公寓”装修深化设计-施工采购项目采用竞争性磋商方式进行采购，特邀请合格的供应商参加该项目的竞争性磋商。

(一)本项目资金情况：自筹资金已落实；采购预算：人民币1176000元，其中施工限价1171000元，其中设计费限价5000元。
|
||

||

||
(二)本项目共1个包，采购项目简介及采购内容详见第五章，本项目设置1名成交供应商。
|
||
</p>
|
||

|
||

供应商邀请方式：本次竞争性磋商邀请在“雅安产业投资（集团）有限公司官方网站（网址：http://www.yact.com.cn/）”，雅安经济开发区市政建筑工程有限公司电子采购平台：“http://www.builderp.cn/YASZJC/”上以公告形式发布。

四、采购用途：用于水岸康居项目“人才公寓”装修建设。
|
||
</p>

||
五、合格供应商应具备的资格条件：
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
(一)符合《中华人民共和国政府采购法》第二十二条规定的条件：
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
1.具有独立承担<a href="http://www.lawtime.cn/info/minfa/mszeren/" target="_blank">民事责任</a>的能力；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
2.具有良好的商业信誉和健全的财务会计制度；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
3.具有履行合同所必需的设备和专业技术能力；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
4.有依法缴纳税收和<a href="http://www.lawtime.cn/info/laodong/shehuibaozhang/" target="_blank">社会保障</a>资金的良好记录；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
5.参加政府采购活动前三年内，在经营活动中没有重大违法记录；
|
||

(二)本项目的特定资格要求：

||

1.具备行政主管部门颁发的且在有效期内的建筑工程施工总承包三级(及以上)或建筑装修装饰工程专业承包二级(及以上)资质，企业注册地不在四川省行政区域内的省外企业须提供在有效期内的四川省住房和城乡建设厅官网已公开的入川信息网页截图；

||
2.具有行政主管部门颁发的有效的《安全生产许可证》；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
3.供应商须为雅安经济开发区市政建筑工程有限公司平台库中供应商
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
4.本项目不接受联合体。
|
||
</p>
|
||

|
||
六、禁止参加本次采购活动的供应商
|
||
</p>
|
||

||
<a></a>通过“信用中国”网站(www.creditchina.gov.cn)、“中国政府采购网”网站(www.ccgp.gov.cn)等渠道查询供应商在采购公告发布之日前的信用记录并保存信用记录结果网页截图，拒绝列入失信被执行人名单、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单中的供应商报名参加本项目的采购活动。

七、获取磋商文件的时间期限、地点、方式及磋商文件售价

(一)获取磋商文件的时间期限(即报名时间)：2021年12月21日00：00时至2021年12月25日23：59时(北京时间)。
