一、采购项目基本情况

|
||

二、资金情况
|
||
</p>
|
||

预算金额：950000.00元。（其中首次评级费用450000.00元，包括主体评级250000.00元和债项评级200000.00元。债券发行成功后，后续跟踪评级服务最多5年，费用不超过10万元/年。）

三、采购项目简介
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
本项目共1个包，设置成交供应商1名，根据采购人需求采购雅安产业投资（集团）有限公司主体评级和债项评级以及债券发行成功后，后续跟踪服务承接单位。（详见第五章要求）
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
四、供应商邀请方式
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
本次竞争性磋商邀请公告通过以下两种途径发布：
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（1）在中国招标投标公共服务平台（http://www.cebpubservice.com/）上以公告形式发布。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（2）在雅安产业投资（集团）有限公司官方网站（http://www.yact.com.cn/）上以公告形式发布。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
五、供应商参加本次采购活动应具备下列条件
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
1、供应商基本资格条件：
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（1）具有独立承担民事责任的能力；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（2）具有良好的商业信誉和健全的财务会计制度；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（3）具有履行合同所必需的设备和专业技术能力；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（4）有依法缴纳税收和社会保障资金的良好记录；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（5）参加采购活动前三年内，在经营活动中没有重大违法记录；
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（6）法律、行政法规规定的其他条件。
|
||
</p>
|
||

|
||

（1）供应商单位及其现任法定代表人（负责人）、主要负责人不得具有行贿犯罪记录（提供承诺函）。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（2）投标供应商不得为“信用中国”网站(www.creditchina.gov.cn)中列入失信被执行人和重大税收违法案件当事人名单的供应商，不得为“中国政府采购网”(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单中被财政部门禁止参加采购活动的供应商(处罚决定规定的时间和地域范围内)。

||

||
（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的采购活动（提供承诺函）。
|
||
</p>
|
||

|
||
3、供应商特定条件：
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（1）属于国家发改委认定的具有资质开展企业债券信用评级业务的评级机构。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（2）本次采购项目不接受联合体磋商。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
六、禁止参加本次采购活动的供应商
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
1、截止至投标截止日，采购代理机构将通过“信用中国”网站（www.creditchina.gov.cn）、“中国政府采购网”网站（www.ccgp.gov.cn）等渠道查询投标人的信用记录，拒绝列入失信被执行人、重大税收违法案件当事人名单、采购活动严重违法失信行为记录名单中的投标人参加本项目的采购活动。
|
||

||
七、磋商文件的获取方式、时间及售价
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
（1）现场报名获取：供应商在报名时间内根据自身性质持相应且有效的“报名资料”到磋商文件获取地点（四川省雅安市雨城区雅州大道蜀天瑞光广场1幢15楼4号）现场办理报名事宜。
|
||
</p>
|
||
<p style="text-indent:2em;">
|
||
报名资料：供应商性质为法人或者其他组织的提供：①单位介绍信（介绍信中需明确注明：报名单位名称、项目名称、项目编号、经办人姓名、联系方式及邮箱号等，介绍信不得随意增删或涂改。不符合以上要求的介绍信将不予接收）、②经办人身份证明。供应商性质为自然人的提供：①本人身份证明。以上报名资料均应加盖报名单位公章鲜章。

（2）邮箱获取：供应商远程获取磋商文件时应将针对本项目的加盖供应商单位公章的介绍信(介绍信中需明确注明：报名单位名称、项目名称、项目编号、经办人姓名、联系方式及邮箱号等，介绍信不得随意增删或涂改。不符合以上要求的介绍信将不予接收）)和加盖供应商单位公章的经办人身份证复印件彩色扫描后以1个PDF形式发送至1545728971@qq.com。报名资料审查合格后采购代理机构工作人员将发送报名费收费二维码，报名费缴纳成功后（报名时间以指定账户收到报名费的时间为准，逾期缴纳报名费的视为报名不成功，此后果由报名单位一方承担），本项目竞争性磋商采购文件电子档将发送至供应商报名预留邮箱，收到“报名成功”字样及采购文件电子档后视为报名成功。（注：供应商须对所提交的报名信息资料的准确性负责，因信息有误而造成的一切损失由供应商一方承担。）
